Training and Compliance Consultant
Six-Month Contract
This is a hands-on implementation role. The consultant will work alongside leadership and staff to develop sustainable systems that align with North Carolina licensing requirements, NC Innovations Waiver requirements, and recognized standards for person-centered services.
There may be an opportunity for this role to transition into ongoing contract or employment work.
Contract Scope
During the six-month engagement, the consultant will:
Compliance and Quality Systems
- Assess current policies, records, and operational practices.
- Develop a compliance calendar and internal review schedule.
- Establish systems for tracking compliance concerns and corrective actions.
- Create practical compliance tools, monitoring processes, and leadership reports.
- Organize evidence needed for licensing, Medicaid, accreditation, and other external reviews.
Documentation and Billing Integrity
- Establish standards for Residential Supports documentation.
- Strengthen service-grid, progress-note, ISP, goal-tracking, and electronic-record practices.
- Implement prebilling documentation reviews.
- Conduct record reviews and mock readiness assessments.
- Train leadership to monitor documentation quality and compliance.
Medication, Risk, Personnel, and Training Systems
- Review medication-administration, incident-management, and risk-management practices.
- Strengthen personnel-file, background-check, training, and competency systems.
- Develop staff training on regulatory requirements, documentation, medication, incident reporting, and accountability.
- Coach leadership and Residential Care Managers in ongoing compliance oversight.
Key Deliverables
By the end of the engagement, L'Arche NC expects to have:
- An annual compliance calendar and internal audit schedule.
- Sustainable documentation and prebilling review processes.
- Compliance-review tools for member, medication, personnel, and administrative records.
- A corrective-action and follow-up tracking system.
- Medication, incident, and risk-management review processes.
- A quality dashboard with meaningful compliance indicators.
- Staff training materials and a leadership coaching process.
- A transition plan assigning responsibility for ongoing compliance functions.
Required Qualifications
- Demonstrated experience managing compliance for a North Carolina-licensed 5600F or 5600C Alternative Family Living setting providing NC Innovations Waiver Residential Supports.
- Experience with North Carolina licensing and Medicaid waiver requirements.
- Experience supporting residential services for adults with intellectual and developmental disabilities.
- Knowledge of Medicaid service-documentation and billing requirements.
- At least two years of Therap program leadership.
- Experience implementing compliance and quality-improvement systems.
- Strong project-management, training, and written-communication skills.
- Ability to combine system development with hands-on record review and implementation.
Preferred Qualifications
- Experience with Alliance Health requirements and monitoring.
- Experience with NC Innovations Residential Supports Level 3.
- Experience preparing organizations for licensing, Medicaid, or accreditation reviews.
- Experience serving as a QP or supervising QP functions.
- Knowledge of DHSR, NC Medicaid, NCTracks, Tailored Plans, and CQL accreditation.
- Certified Investigator credential.
- Experience launching or expanding residential programs.
Work Arrangement: Contractor, Durham, NC
Engagement Duration: Six months
