Summary Description

Under the direction of the appropriate administrator, the Executive Director, Economic Development & Corporate Training will support the plans developed by the district colleges and work within the Inland Empire region to promote economic and workforce development. In fulfilling this assignment, the Executive Director will serve on multiple committees and assist in various capacities to provide leadership and guidance for the coordination, development, marketing, delivery, and management of Economic Development, Corporate Training, Technology and Strategic Partnerships.


Representative Duties

  1. Secures funding and manages the Corporate Training & Contract Education programs offered through EDCT
  2. Serves on regional and state-wide committees to advance workforce and economic development initiatives that promote and support the mission of the District
  3. Serves as a member of the district-level standing and ad hoc committees associated with economic development, workforce development, community development and career technical education to strengthen the collaborative relationship between EDCT and the colleges
  4. Manages special initiatives sponsored through the State Chancellor's Office such as Deputy Sector Navigator, IDRC training grants, and supports College K-12 grants and partnerships related Secondary Education to Post-Secondary Education Career Pathways projects as developed through campus' local shared governance processes
  5. In collaboration with faculty, provides leadership in the District for securing Strong Workforce Program (SWP) competitive funding through the Inland Empire/Desert Region Consortia and provides support to campuses/faculty implementation of SWP local share funding as appropriate
  6. Interacts with public and private employers to develop major grant partnerships, apprenticeship programs, promotes Strong Workforce job development initiatives, and apprenticeship programs that have been approved through campus' local curriculum processed
  7. Effectively meet community and industry needs by developing and coordinating contract and not-for credit, partnerships on behalf of EDCT, and provide support to college faculty who are developing non-credit and for credit programs when requested
  8. Provides leadership in the management, coordination, marketing, and delivery of contract training programs offered through EDCT
  9. Provides leadership in the preparation of program review documents and establishes planning and budgeting priorities for the department
  10. Responsible for the submission of all reports related to managed programs and implements strategies and systems for management control, record keeping, client tracking, priority setting, reporting, and other functions to manage the changing resources and responsibilities of the department
  11. Anticipates, prevents and resolves difficult and sensitive inquiries, conflicts and complaints
  12. Performs other duties as assigned

Additional Duties Specific to Division/Program

  1. Ensures EDCT programs, trainings, and services support and complement strategic decisions and the direction of the District to achieve its mission
  2. Provides leadership in promoting student access and into applicable college instructional programs and settings to promote student opportunities across the district
  3. Meets, coordinates and consults with administrators, faculty, staff, students and the general public on programming and related activities
  4. Participates in and makes recommendations on the hiring, supervision and evaluation of staff
  5. Oversees, develops, enhances and expands development efforts for both stations in all areas of fundraising
  6. Develops and maintains an on-going involvement in the community. Initiates partnerships and linkages to business and industry to enhance programs and services offered by EDCT
  7. Attends and participates in professional conferences, workshops and local, state, regional and national activities on behalf of the district
  8. Actively seeks, engages, and builds relationships with various stakeholders such as community leaders, local government officials, nonprofit organizations, and other key influencers

Qualifications

Education:

  • A Master's degree from an accredited college or university or equivalent combination of education and experience

Required Experience:

  • Three (3) years of experience in the area of contract education

Desired Qualifications:

  1. 5-years' experience working with local and regional employers, agencies and governmental entities
  2. Demonstrated experience (5+ years) managing budgets, preparing financial reports, and ensuring adherence to grant reporting guidelines and funding requirements
  3. 5-years of experience leading, supervising, or coordinating the work of staff, volunteers, or project teams, with demonstrated success in fostering a collaborative and team-oriented work environment
  4. 5-years' experience developing and delivering presentations, training, or educational programs that support community capacity building, workforce development, or skills enhancement

Physical Demands and Working Environment

Environment: Work is performed primarily in a standard office setting.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.

Hearing: Hear in the normal audio range with or without correction.


Employment Requirements

The person selected for hire will be required to complete the following pre-employment requirements:

  • Submit to and successfully pass DOJ live scan/fingerprinting. Cost of live-scan services to be borne by candidate
  • Sealed official transcript(s) in envelope from institution or electronic copies emailed directly from institution (for positions with higher education requirement)

Cash in Lieu Benefit: The district offers a taxable $250 monthly stipend to a benefits eligible employee who waives medical coverage under SBCCD's group plan because that employee has other group coverage.

Life Insurance:

  • Term Life and Accidental Death & Dismemberment (AD&D) Insurance – The district provides a $50,000 basic term life insurance policy and $50,000 of basic accidental death and dismemberment (AD&D) policy. The district pays the full cost of this coverage.

Voluntary Benefit Plans: The district partners with American Fidelity to administer the district's voluntary benefit plans which include:

CalPERS Retirement Plan – The California Public Employees Retirement System (CalPERS) is a defined benefit retirement plan that provides lifetime benefits based on members' years of service, age, and final compensation. Full-time employees in non-academic positions appointed for at least six months, or part-time employees working at least 50% and appointed for at least one year, are automatically enrolled in the CalPERS retirement plan.

  • Classic Membership (CalPERS member prior to 1/1/13): 2% at age 55, 7% of base pay employee contribution
  • PEPRA Membership (CalPERS member on or after 1/1/13): 2% at age 62, 7% of base pay employee contribution

CalSTRS Retirement Plan – The California State Teachers Retirement System (CalSTRS) is a defined benefit retirement plan that provides lifetime benefits based on a member's years of service, age and final compensation. Full-time employees appointed to academic positions are automatically enrolled in the CalSTRS retirement plan.

  • CalSTRS member prior to 1/1/13: 2% at age 60, 10.25% of base pay employee contribution
  • CalSTRS member on or after 1/1/13: 2% at age 62, 10.205% of base pay employee contribution
